Obtaining a Preferential Certificate of Origin

Types of Preferential Certificates Available

There are upto seven (7) types of Preferential Certificate of Origin available to Ugandan exporters;
  1. The East African Community (EAC) Certificate of Origin
    • Kenya, Rwanda, Tanzania and Burundi
  2. The Common Market for Eastern and Southern Africa (COMESA) Certificate of Origin
    • All COMESA member states EXCEPT Kenya, Rwanda and Burundi for which the EAC Certificate of Origin MUST be used
  3. The Generalized System of Preference (GSP) Certificate of Origin – also known as Form A
    • Japan, USA, Canada, Australia, Denmark, France, Finland, Germany, Greece, Hungary, Ireland, Italy, Netherlands, Belgium, Sweden, Poland, New Zealand, Luxembourg, Norway and Switzerland
    • All EU Member states
  4. China Certificate of Origin for Preferential Tarrif for LDCs
  5. India Certificate of Origin for Preferential Tarrif for LDCs
  6. Morocco Certificate of Origin for Preferential Tarrif for LDCs – also known as Annex III
  7. South Korea Certificate of Origin for Preferential Tarrif for LDCs

Types of Preferential Certificates Available

With effect from 01 July 2016 all Preferential Certificates of Origin will be issued by Customs Department, Uganda Revenue Authority in the Customs Department. This will be in the head office on 8th Floor, Crested Towers - Kampala, Entebbe and later on in the regional offices of Jinja, Mbalala, Mbarara & Arua. The procedure is;
  1. For first time exporters, you will be required to fill in an application/registration form
  2. Present the duly filled out form to URA for assessment
  3. Once the product has been cleared, a certificate of origin will be issued - free - for you to fill out
  4. Present the filled out certificate to any of the URA Office - indicated above - for endorsement
